HEIGHTS – Phil Hall, a 20-year veteran of the Fire Department, was sworn in as chief by City Clerk Lynne Senia during the June 9 City Council meeting.

He took command June 2, following Fire Chief David Brogan’s June 1 retirement.

Hall joined the Fire Department in December 2005, and has served as a firefighter/paramedic, lieutenant, captain, battalion chief and deputy fire chief.

Hall holds a master’s degree in Emergency Management and Homeland Security from Eastern Michigan University and a bachelor’s degree in Political Science from Oakland University. He is also a graduate of the Harvard University Trade Union Program.

In his most recent position, he supervised the city’s 58 fire department personnel, advised Brogan on fire and EMS service delivery and helped manage the construction of the department’s new fire station.

Mayor Mo Baydoun said Hall’s appointment reflects his commitment to promoting from within and investing in the professional leadership of Dearborn Heights’ public safety departments.

“Phil Hall has dedicated his career to protecting the residents of Dearborn Heights, and his record speaks for itself,” he said. “His leadership, experience, and deep roots in this community make him the right person to lead our fire department into the future.”

For years, Hall has trained future firefighters and emergency medical personnel as an instructor and coordinator at Oakland Community College.

He created and manages the Dearborn Heights Fire Cadet Program, founded the Dearborn Heights Special Operations Team, and served as ISO Project Manager, successfully reducing the department’s ISO rating from a 4 to a 3, a designation that can lower insurance premiums for homeowners and businesses across the city.

Hall also worked with state and federal legislators to secure $10.5 million in funding for the new fire station and $300,000 for a new ambulance.

He served as a team leader with the Western Wayne HazMat Team since 2009 and holds the role of Hazmat Section Coordinator for MITF-1, the state’s urban search and rescue task force.

Hall is a member of the Michigan Association of Fire Chiefs and served a key role in the success of the Dearborn Heights Firefighters Charity Chili Cook-Off.

“I am honored to serve this city and this department in this new capacity,” he said. “We have an outstanding team, and I look forward to building on Chief Brogan’s legacy while continuing to modernize our operations and strengthen our service to the community.”
